Uploading picture issues....

Can anyone tell me why I'm having trouble downloading pictures.  When I choose the picture to be downloaded, a banner comes across that screen that shows it's there but I can't get to the button that posts it on my blog (it's hidden).  It's been that way for several days and don't know how to word a question for "help".  HELP!!!!!
